Salim AL Hashmi

Managing Director

Al Hashmi is Managing Director, he is responsible for the overall delivery of the OTTCO’s projects including Ras Markaz project, and operation of the company terminals.

Salim started in the field of leadership at early age, since 1998 Salim has been working in executive roles in strategic planning, change management, establishing & maintaining productive stakeholder relationships, project management, & operation.

Holding a master’s degree, with over 28 years of experience in military programs, offshore and onshore Oil & Gas facilities and terminals, service providing, and Power.

Worked in military infrastructure and IT projects with executive role for almost 18 years. Joined Oil and Gas in 2011 with sold experience in project management and operation, taking multiple executives’ roles in OQ Projects & firms management such as CEO/Project Director of Musandam Power (listed company in Muscat Stock Market), and Ras Markaz Project Delivery Director.

Mutassim Al Siyabi

Acting VP People, Technology & Culture

Mutassim Al Siyabi serves as Acting Head of HR, Technology & Culture at Oman Tank Terminal Company (OTTCO), bringing more than 20 years of experience spanning people strategy, talent management, total rewards, HR information systems, operational leadership, and organizational transformation. In his current role, he oversees the company's people, technology, and culture priorities, supporting operational effectiveness, workforce capability, and employee experience.

Prior to his current assignment, Mutassim served as Head of Total Rewards & HRIS at OQ SAOC, where he led enterprise-wide strategies covering rewards, payroll, HR systems, and employee benefits. Throughout his career, he has held progressive leadership positions at OQ SAOC and Orpic, building deep expertise in talent and performance management, succession planning, leadership development, and organizational transformation. He has a strong track record of designing integrated people strategies, aligning workforce capabilities with business goals, and leading large-scale HR initiatives.

Mutassim began his career in technical and operational roles before progressing into strategic HR leadership, giving him a distinctive blend of technical, operational, and people-management insight. He holds a Bachelor's degree from the University of Stirling through Muscat College and has completed executive programmes at IMD Business School, Harvard Business School, and the Chartered Management Institute (CMI).

Ali Al Maamari

VP Operations & Logistics

With 17 years of extensive experience in the energy and power sector, Ali Al Maamari has become a distinguished leader in Oman’s oil and gas industry. Currently serving as the Acting Vice President of Operations and Maintenance at Oman Tank Terminal Company (OTTCO), He has consistently demonstrated exceptional leadership and technical expertise in managing complex projects and operations.

Since joining OTTCO in 2019, Ali has held several key roles, including Operations Team Member, Engineering Manager for the Ras Markaz Project, and Project Delivery Manager. In each of these positions, He has successfully led multidisciplinary teams, managed high-value projects, and contributed to the company’s operational excellence.

Academically, Ali earned a Bachelor’s degree from Sultan Qaboos University in 2008 and a Master’s degree in Energy and Power System Management from Portsmouth University, UK, in 2016.

With a proven track record of driving operational efficiency and innovation, Ali remains committed to advancing Oman’s energy infrastructure while ensuring safe and sustainable practices in the oil and gas.

Ali Al Shihhi

With over two decades of experience, he combines deep financial expertise with innovative thinking to deliver robust governance, optimize performance, and enable transformative business outcomes.

His proven track record spans executive leadership roles, board-level advisory, and entrepreneurial ventures, reflecting a unique blend of analytical rigor and forward-looking strategy. Noor Al Waheibi

Noor Al Wahaibi is a results-driven procurement and contracts leader known for her strategic insight, execution excellence, and ability to optimize large-scale infrastructure projects. Noor brings disciplined project management and cross-functional collaboration to every initiative, harmonizing technical, commercial, and stakeholder objectives.

Her ability to navigate intricate supply chains, negotiate favorable terms, and uphold rigorous quality and safety standards underscores her strength as a trusted financial and operational partner in delivering impactful industrial projects.

Sami Al Kharusi

Head of Legal & Compliance

Sami Al Kharusi is the Head of Legal & Compliance at Oman Tank Terminal Company (OTTCO), bringing more than 20 years of legal experience across the energy, infrastructure, and industrial sectors. He leads the company's Legal, Compliance, Corporate Governance, Integrity, and Enterprise Risk Management functions, while also serving as Secretary to the Board of Directors and a trusted adviser to executive management and the Board.

Throughout his career, Sami has developed extensive expertise in corporate governance, board affairs, commercial transactions, project development and financing, regulatory compliance, dispute resolution, and risk management. Before joining OTTCO, he held senior legal and governance positions at Majis Industrial Services, OQ, and Oman Oil Company. He also played a key legal role in the integration of Oman Oil Company and Orpic, supporting complex corporate transactions and organizational transformation.

Sami holds a Master of Laws (LLM) from Nottingham Trent University and is a qualified Omani lawyer. He has also completed the OQ Masar Leadership Development Programme (Level 7) with the Chartered Management Institute.
